Fletcher is probably not in the best mindset for this right now, but he's calling Sam.
He knows it's about time, but the circumstances aren't exactly ideal. Fletch doesn't like being pushed into doing things.

...there wasn't really any point in dancing around the issue.
"Call it cheating if y'like, but I still love you. You're free to not believe me. You're also free to tell me you never want to see me again and hang up. I won't call back." And that's not a threat; that's just Fletcher being uncharacteristically pathetic and defeated.

She also, surprisingly enough, does not seem to be in shock over what he has just told her. He's there, he's not here, he has a roommate he could never explain away, and why shouldn't he be seeing someone else?
Sam shoves away the sharp pang in her chest. God, she's so stupid.
"...You're dating someone else and you expect me to not calling it cheating?"

Fletcher doesn't know. He sighs and rubs his forehead. He's pacing.
"I'm sorry. I wanted to tell you sooner, but I couldn't bring myself to do it. I never wanted to hurt you, Sam. Please believe me."

"I hope you're happy together." Also a lie.
"You don't have another Kara on your hands, if that's what you're worried about."
Her name is Kerry, Sam. But you know that.

He's silent for a few seconds. Blame the lump in his throat.
"You haven't hung up yet."
It's something he thinks he should point out, in case Sam forgot where the 'end call' button was.
(In reality, it's Fletch's way of trying to confirm that Sam doesn't completely hate him.)

Instead of answering, she simply ends the phone call.
